Why percentages are just fractions

A percentage is a fraction whose denominator is fixed at 100. Fifty percent is fifty hundredths, which reduces to one half. Seeing percentages this way makes mental conversion easy: a quarter is 25 out of 100, or 25 percent, and a fifth is 20 out of 100, or 20 percent.
