To convert any fraction to a decimal, divide the top number by the bottom number. A fraction gives a terminating decimal only when its denominator (in lowest terms) has no prime factors other than 2 and 5; otherwise the decimal repeats, like one third becoming 0.3333 forever.

How to convert a fraction to a decimal
Divide the numerator by the denominator. Three quarters is 3 divided by 4, which equals 0.75. If the division does not come out evenly, the decimal either repeats a pattern, like one third giving 0.333, or runs on without repeating only for irrational numbers, which fractions never produce.
Terminating vs repeating decimals
A fraction in lowest terms terminates when its denominator factors into only twos and fives, since those match the base-ten system. One eighth (denominator 8, which is two cubed) terminates at 0.125, while one sixth (denominator 6, which includes a three) repeats. Recognizing this tells you in advance whether a clean decimal exists.

0.3333…, a repeating decimal. The threes continue forever, so it is often rounded to 0.33 or written with a bar over the 3.
How do I turn a fraction into a decimal?
Divide the top number by the bottom number. For 5/8, compute 5 divided by 8 to get 0.625.
Why do some fractions repeat?
A fraction repeats when its denominator has prime factors other than 2 and 5. Those denominators do not divide evenly into powers of ten, so the decimal never terminates.
